Removal of grievances: government ready to talk with Balochistan leaders for peace, stability, says Prime Minister
ISLAMABAD : Prime Minister Syed Yousuf Raza Gilani has said that the government is ready to hold talks with the Balochistan leadership for peace, stability and removal of grievances among disgruntled people of the province. Federal Government had allocated Rs 5. 15 billion for the development of Balochistan and it has released Rs 3. 4 billion till December 31, 2010.
The government has also allocated Rs 120 billion as Gas Development Surcharge (GDS) for 12 years and has allocated Rs 10 billion in 2010-11, the Prime Minister said this on Monday while giving policy statement on the floor of the National Assembly.
About kidnapping of judges and lawyers in Balochistan, he said, we will not tolerate the abduction of judges. I have ordered the inquiry of the incident. In this regard, I have also directed the Interior Ministry, he added. Gilani said that frustration, economic crises and sense of deprivation among the people of Balochistan were already present, but these intensified when Nawab Akbar Ali Khan Bugti was killed.
Opportunity of military training is being provided to some Blochis in Afghanistan to continue terrorism in Balochistan, the Prime Minister claimed. He said that Aghaz-e-Haqooq-e-Balochistan is for the Baloch people in which 61 reforms were introduced. He said the deprivation of 62-year could not be removed with this package while it is first step towards it, he said. The government has taken many steps for the development in education, health, transport and other sectors, he maintained.
He said that law and order situation and development projects have been affected due to differences among some tribal lords in Balochistan. Gilani said that the government is taking solid steps to resolve the issue of missing persons in Balochistan. For this purpose a Judicial Commission has been established and 114 cases are under review.
He said that the federal government is providing jobs to the young people of Balochistan. For this purpose, as many as 5,000 teachers have been appointed, he said. He said that Balochistan should enhance its capacity because federal ministries and institutions would be transferred to it under 18th Amendment of the Constitution. Meanwhile, harsh words were exchanged between Minister for Inter Provincial Co-ordination Mian Raza Rabbani and Lieutenant General Abdul Qadir Baloch (Retd) of PML-N on the issue of Balochistan.
He said, No implementation was made at all as said by the Prime Minister in the House. Law and order situation of Balochistan is worst. Civil and session judges and other people are being kidnapped. Dead bodies of the people are being thrown on streets but the government is not taking any action. he added. The people cannot sing national anthem and wave flag of Pakistan in 60 percent area of Balochistan. The Gwadar port project is standstill, he said.
About the appointment of teachers, Baloch claimed that the appointments have been made on the recommendations of 65 members of the Balochistan Assembly. While responding the Baloch, Rabbani said that the Speaker should expunge the words of Baloch about the members of provincial assembly. He said that such words should not be out from this Parliament.
Lieutenant General Abdul Quadar Baloch (Retd) should have raised these issues when he was part of military operation in Balochistan in Musahrraf regime. He must resign now, he said. On these remarks of Rabbani, Abdul Qadir become furious and said, I will resign if I am wrong. While explaining, he said, it is totally wrong that I was part of military operation against Nawab Akbar Bugti. The Military operation was started in May, 2005 in Balochistan while I had resigned from governorship of the province on August 11, 2003. I became corps commander of Balochistan in 2001 and resigned after two years due to the differences with Pervez Musahrraf. After resignation, Musharraf contacted me many times, he said.
